I have the honour to acknowledge receipt of Your Excelleney's despatch No. 8881/1914 of the 2nd. instant and to state in reply that while no permission was asked by or accorded to the local branch of the chartered Bank of India, Australia and China in respect of the forwarding of 100 mild soft stool plates ex 8.5, "scandia" to Shanghai, the subsequent sale of the goods and disposal of the proceeds was done with my knowledge and consent.

On February 17th. the Chartered Bank of India, Australia and thira informed me that they held the above mentioned cargo, of which the invoice valus was £215.12.7. against their Hamburg Agency Advance Bill No. 2979 per £856.1.3. drawn by Sander,Wieler & Company, Hamburg, on their Shanghai house, and asked my permission to realise this security through the medium of a British fire and to remit the proceeds to their Head Office to be held by then against the Bill.

It transpired that the Bill was advanced against before the outbreak of the Far and that the goods arrived per s.5. "Tjikini" parly in February 1916. It was also shown that Sander, Wieler and Company refused to pay the draft, unless the goods were delivered to then. The Crown Advocate was consulted and in socordance with his advice, the letter of which copy is enclosed, vas sent then on February 18th. I have no subsequent knowledge of the transaction.
